Please, be informed that according to the ample evidence provided by eye-witnesses, the staff of School No 846 at Ulitsa Polbina, 44, in particular, school steward Nadezhda Ivanovna and the teacher of labor Ilya Vassilievich, sanctioned by the school head master Mrs. Lyudmila Andreevna Trubkina, are engaged in systematic extermination of animals (cats, living in the basement floor) by cruel means; it is most unfortunate and revolting that children, students of this school are involved in covering up the traces of the crime. The animals are destroyed for selfish ends as the basement is leased to business corporations.
Now to details. On February 21, 2003 at 6 p.m., we received a phone call from Mrs. Lydia Aleksandrovna Osina (resident at Ulitsa Kukhmesterova ...) appealing to save homeless cats that had been kept in the basement floor for nearly three weeks, walled up, with a view to exterminating them. For unknown reasons, the basement is filled with a choking hot air or steam, which compounds the torments of walled up cats and speeds up their death. During all this time, the school steward and other personnel of the school would not permit the guardians of animals to open air vents, hurling all kinds of threats and insults on them. Besides Mrs. Osina, there were other eye-witnesses, too: Mrs. P.I. Volodina (Res. At Ulitsa Polbina...); Mrs. M.S. Kharitonova (Res. At Ulitsa Shosseinaya...), details of more eye-witnesses are being collected, whereas Mrs. V.P. Makarkina (Res. At Ulitsa Shosseinaya...) and Mrs. R.S. Khatrulina (Res. at Ulitsa Polbina..) at that very time lost their own cats that had entered the basement of the school. Also, the eye-witness P.I. Volodina, working it out in the school dining-room, indicated that for three weeks, while the cats were walled up, the school steward and teacher of labor descended into the basement floor and finished off the half-dead cats and kittens. As they did so, according to P.I. Volodina, the school head master made a minor student take the corpses of the animals out of the basement floor for Rbls. 20.
Besides, in the spring of 2002, around 20 cats were poisoned and walled up in the basement floor of thew same school in a single operation. All cats died. As a result of this, the 86-year-old V.P. Makarkina, who had fed them for 18 years, developed a grave heart disease. Because students of the school at labor lessons tidy up the school compound and take out the garbage, according to V.P. Volodina, the school-children, within the framework of the training process, were taking out bags with corpses of dead animals to the rubbish heap, the tails of dead animals sticking out of the bags. Such lessons can only be termed lessons of sadism.
In view of the foregoing, we kindly request you:
1. To institute criminal proceedings under Article 245 of the RF Criminal Code based on the fact of extermination of animals , taking into account that the crime was committed in a recurrent fashion. Deliberately, by an organized group of persons, under a previous concert, in the presence of minors, to selfish ends and using sadist methods.
2. By way of protection of civil rights, according to Article 12 of the RF Civil Code and the RF Law "On Appealing in Court the Acts and Decisions Infringing upon the Rights and Freedoms of Individuals" dated April 27, 1993, oblige the administration of School No 846 to compensate moral harm caused to individuals, acting as guardians of homeless animals that experience a nervous stress and anxieties in connection with the suffering of the animals as well as in connection with permanent threats and insults for charity activity relating to the guardianship of homeless animals.
3. To conclude that the moral image of school head master and teacher of labor is incompatible with work in the sphere of education and youth upbringing, an oblige the appropriate authorities, in particular, Moscow Department of Education to dismiss these persons from school, banning their further activity in the sphere of education and youth upbringing.
4. To recognize as illegal the actions of the school management toward unauthorised regulation of the numbers of animals inhabiting school premises by inhuman means as this violates Article 137 of the RF Civil Code, prohibiting, in the course of exercising one's rights, cruel treatment of animals, running afoul of the principles of humaneness.
